Q: What is the height of this frothing pitcher?

It is 4 inches high and 3 1/2 inches wide at the base and mouth. I recently bought 3 different frothing pitchers and I like this one the best for it's looks and feel. They all froth the same. I have small hands that fit the handle.

No, it does not have etched volume markings on the inside.

Q: Is 8.5oz ok for steaming milk or way to small?

I found it difficult to steam milk while using a Rancilio Silvia; milk would spill over the edges. You can manage to steam milk with this if you lower your steam pressure.
